It wouldn't be hard for them, they could just replace the effort they make to take the dogs away with equal time and effort to check up on the new owner. I can't help wondering if the Mutts and Moms agency weren't just making an example out of Ellen, either to send a stern message at her expense, or get their names in the paper. The purpose of rescuing a pet and adopting it is to find it a loving home. Ellen claims to have done so but the agency was quick to snatch Iggy back. The agency should have been a bit more patient.
